When Liza Campbell laid eyes on Phillip Garrido with his two daughters in tow, she was suspicious enough that she ran a background on him. The report stated he was a violent sex offender on parole. In more detail. The story as it unfolded started with Phillip Garrido approaching Liza Campbell, special events manager at the University of California, Berkley, about holding an event at the campus. She had another commitment, so she asked him to return the following day.
Liza considered the encounter bizarre enough to process a background check on Garrido, unearthing his past history. Campbell then asked Allison Jacobs, Police Officer, to sit in on the meeting the next day.
This culminated in Jacobs telling Garrido’s parole officer of the two daughters and then the whole sorry saga unfolded.
