It was a Background Check that gave Jaycee her freedom.
An astute Liza Campbell initiated a background check on Garrido because he just made her feel unsettled. This told her that Phillip Garrido was on parole for a rape conviction and was a registered sex offender. It was this background check that showed Liza who Garrido really was and gave Jaycee her liberty.

In more detail. Phillip Garrido with his two girls in tow approached Liza Campbell, Special Events Organiser at the University of California, Berkley, to talk about hiring a hall at the campus. She had another commitment, so she asked him to return the following day.
Liza believed the encounter odd enough to carry out a background check on Garrido, revealing his past history. Campbell then asked Allison Jacobs, Police Officer, to sit in on the meeting the next day.
After this second meeting Jacobs reported the content of the meeting to Garrido’s parole officer and the events as you know them became unravelled .
