Background Check Filters Keep Pedophiles Away From School Children

The Law safeguards Schools from registered sex offenders by making it illegal for them to be on school property. But who is actually vetting the people who do enter schools?

The Law is only effective if someone is actually running background checks on each visitor or volunteer to the school.

New Lenox School District 122, Illinois, are now vetting all visitors and volunteers to guarantee no pedophile is slipping in unnoticed.They have put in a new security background check system at the front desk.This is designed to alert school officials if a visitor is a registered sex offender or has committed violent crimes against children.

District 122 implemented the new background check policy and security system at all 12 of its kindergarten centers and elementary and junior high schools recently. The district, which has 5,700 students and about 600 staff members, is one of the first in the south suburbs to install the system, along with Joliet Public Schools District 86 and Homewood-Flossmoor Community High School District 233 in Flossmoor.

Identification in the form of a driving license or state identification are initially presented when first entering the school. The National Sex Offender Registry and Illinois State Police Child Murderer and Violent Offender Against Youth Registry are searched as part of the background check conducted from the info supplied by the visitor’s ID card. Once vetted by the system, a temporary visitor's ID is produced.

American Civil Liberties Union Illinois have voiced some concerns about practicality and privacy. They dispute whether in reality the money could be better spent elsewhere to keep children safe at school? They questioned whether it was in reality a real concern. Do people wander schools alone without any supervision? The next worry was that the screening may not end at the sex offenders registry but may include other categories of crime for parents as well.

I say what about the civil liberties of the children and their parents to expect their children to be taught in a safe environment at school by people who care about those children and take their safety seriously.

We all underrate pedophiles at our peril. They are calculating, scheming and devious people. Predators always on the look out for vulnerable children and gullible parents or institutions.
“Oh! But he’s such a nice man. He wouldn’t do anything like that”. Next time you hear that remind them of the Catholic Priests or get them to read the recently published Murphy Report into the decades of abuse by priests in Ireland!

Thank goodness someone has taken our children’s safety seriously enough to install these new background check systems. Every school should have them.

Background Checks on School Visitors and Volunteers to Keep Our Kids Free From Harm

Registered Sex Offenders are banned from being on school grounds but nobody is actually inspecting people who visit the school to see if they are on the sex offenders registry?

Visitors at any school in the New Lenox area must show a driver's license or state identification to an employee at the front desk. Once they pass the background check they get given a provisional visitor’s pass.

A spokesman for American Civil Liberties Union Illinois raised concerns as to whether this background checks process was in reality practical and whether it raises issues of privacy. Whether or not this is the best way to keep kids protected? Whether in fact people do wander about schools unsupervised? In other words is it a real concern? The additional worry was that the vetting may not stop at the sex offenders registry but may include other categories of crime for parents as well.

Why do they always seem to miss the point? They fight for everyone’s rights except the rights of the people that are the real victims – the children!

Pedophiles can never be underestimated. They are masters at worming their way into vulnerable people’s lives. Predators always on the look out for vulnerable children and gullible parents or institutions.

Criminal News: The Catholic Church’s Evil And The Ultimate Taboo-Female Pedophilia

Probably one of society’s last taboos is Female pedophiles. The very thought that this is carried out freely without coercion is astonishing to us. The image creates massive amounts of internal conflict. The same occurred with the men of God and the abuse of children! And what happened with that! We must bring this out into the open so we can gain access to the facts behind Female Pedophiles.

All the statistics of female pedophiliac is based on what we are told. Are victims frightened to come forward and report their stories through fear of being scoffed at, ridiculed or worse? Simply not believed! Is the problem much bigger than we realize? Didn’t the Catholic Church stifle their child abuse shame in the same way? Both here and abroad?

The Irish Police and Catholic Church were exposed today as conspiring in a cover up of decades of horrific sexual abuse of children in their care by the clergy. The five volume report says the official Church policy from 1975 to 2004 was to protect the reputation and assets of the church at the expense of these poor child victims. Just moving a criminally depraved priest to another unsuspecting parish was the official church policy when handling yet another child abuse scandal.
Clergy that abused children had the complete protection of the Catholic Church and were just moved from parish to parish. The report says this was a typical habit of dealing with the difficulty. There was a conspiracy to shield the church at all costs. There was no regard to protect the children.

Four Archbishops dating back to 1975, have been named for their mishandling of hundreds of accusations.

It charges both the church and police of plotting to cover up the horrific crimes. It forcefully criticizes Ireland's police force for considering the clergy as being above the law. The damning report analyses a “representative sample” of complaints made by 320 children against 46 priests. If 320 is a “representative sample”, how many are there all told? Some reports give the figure as over 2000. How many could there be when you add those who didn’t come forward?
In one case a priest admitted to abusing more than 100 children but instead of helping those defenseless members of the parish, the clergy covered it up.

By covering up the priest’s abusive behaviour, the Church, Archbishops and Police had allowed countless other children to fall victim to what the report dubs "the church's evil".

At a press conference after the report's release, Dublin's current Archbishop, Diarmuid Martin, was contrite.

"As Archbishop of Dublin and as Diarmuid Martin a person, I offer to each and every survivor my apology, my sorrow and my shame for what happened," he said.

The Catholic Church conspired with the Police to suppress the facts for decades. To safeguard the children we must ask the unpalatable question. Is the same happening with Female Pedophiles?Is our reluctance to acknowledge that female sexual abuse happened preventing people from coming forward and giving us a true and accurate picture of this taboo subject? Abuse by Priests was also a taboo concept not that long ago but now we know the truth, no matter how sickening that truth is.

Only by knowing the truth can we fully protect our children.

Perhaps we will eventually confirm the statistics that 95% of sexual abusers of children are men or perhaps we will have to re-evaluate the whole issue of female sexual abuse.

JAYCEE PICTURES - DOESN’T SHE LOOK WONDERFUL

Jaycee Lee Dugard is featured now for the first time by People Magazine. Jaycee said, “I’m so happy to be back with my family”, she told the magazine. "Nothing is more important than the unconditional love and support I have from them.” How amazing Jaycee looks. Conveying hope to so many families with missing children and encouraging the rest of us. She looks incredibly happy now she is back with her mother and family. A face that conceals her age and what she has had to endure.

Jaycee Lee Dugard was kidnapped in 1991 when she was just 11 years old. A typical, innocent short walk from her house in South Lake Tahoe, California to the school bus stop, within sight of the house, ended with Jaycee being abducted. Standing in his garage entrance, Carl Probyn, Jaycee’s stepfather, watched her as she walked towards the school bus stop nearby. He was dumbfounded when he saw a gray sedan with two people in drive up next to Jaycee. A woman got out and hauled Jaycee into the car before speeding off. Carl frantically jumped on his bicycle, pedaled furiously after the car but lost it.

Angel, 15, and Starlit, 11, are Jaycee's daughters, apparently fathered by Phillip Garrido, 58; a registered sex offender who police say raped her repeatedly over the years. The yard at the rear of Garrido’s home close to Antioch, California, is were Jaycee and her children lived, never going to school in all those years or ever seeing a Doctor.

This house in Antioch, CA, where Jaycee and her two daughters were kept prisoner in the backyard is actually owned by Phillip Garrido’s mother. She lived there with Phillip and Nancy Garrido, Jaycee and Jaycee’s two daughters. It feels as if the authorities are keeping very quiet about her involvement. Possibly dismissing it on the grounds of ill health and being elderly. She hasn’t always been ill or elderly. What was her involvement in this horrendous crime over 18 years?

A perimeter solid high wooden fence, overhanging trees and dense shrubbery hid the backyard and garden from neighbors. Behind this fence lay hidden a cluster of tents and sheds.This is where Jaycee and her two daughters, Angel and Starlit spent their days and nights. Spending years in these dirty tents and unkempt timbersheds.

Phillip and Nancy Garrido now await trial facing a combined total of 29 felony charges relating to Jaycee Lee Dugard’s kidnapping in 1991, and includes rape and false imprisonment.

Jaycee and her two daughters are now living in seclusion with her mom, Terry Probyn, 50, and family. A family spokeswoman said Jaycee was riding horses, cooking meals and thinking of collaborating on a book.

We shouldn’t permit these wonderful photos to in any way reduce the horror that Jaycee and her family have suffered over the last 18 years or in any way belittle the very challenging road to recovery that Jaycee will have to go through.

They do however give us all hope. The sort of hope that comes from seeing another human being putting on a heartwarming smile even after suffering 18 years of hell.
It is truly inspiring.

Background Check: 1st Phillip And Nancy Garrido Now Wright

Recently we heard how a combination of a woman’s suspicions, a background check and a mother’s instincts resulted in the apprehension of Phillip Garrido from Antioch, California .

Phillip Garrido with his two daughters in tow approached Liza Campbell, Events Organiser, University of California, Berkeley, about holding an event at the University. Liza Campbell became suspicious and carried out a Background Check on him. His record showed him to be on parole for a rape conviction and to be a registered sex offender.

After asking Phillip Garrido and his two daughters to return the next day for a further meeting Liza contacted Police Officer, Ally Jacobs, and asked Ally to sit in with her and Garrido at this following meeting.

Ally’s motherly feelings told her something just wasn’t right about the two teenage girls and told Garrido’sparole officer .

Back came the shocking news. She felt sick to her stomach. Garrido didn’t have any daughters!
Now Phillip and Nancy Garrido face a combined total of 29 felony charges, involving forcible abduction, rape and false imprisonment in connection with the kidnapping of Jaycee Lee Dugard in 1991.

At the El Dorado County Superior Court in Placerville, California, Superior Court Judge Douglas Phimister set bail for Phillip Garrido at 30 million dollars while he awaits trial.

This is what a woman’s suspicion, a Background Check and a mother’s instincts can do. Hooray for background checks and suspicion. How great was that result!

Now we read of one more great success story of a Background Check bringing someone to justice but this one doesn’t have the ingredients of a woman’s suspicions or a mother’s instincts. This crazy story is so incredulous you just can’t make it up .

Johnny Wright was detained last week after trying to apply for a driving job in an Atlanta suburb. The job required a criminal background check as part of the job application. It was Wright who went to the Police Station in Lawrenceville, Georgia, to have the Background Check carried out! When he came back the next day to collect the paperwork he was arrested on a warrant issued in Missouri in 1985 for second-degree murder committed way back in 1976!

If only someone in the last 24 years had been suspicious enough of Wright to have carried out a Background Check on him, just like Liza Campbell did with Garrido. Perhaps Background Checks should form part of every job application?

Jaycee Lee Dugard: garden and yard of serious sex offender left unchecked for 18years!-

I’ve noticed in the media this morning that Antioch has an unusually high number of registered SO. Every reason for the local authorities to have a system in place so that society as a whole and young girls in particular have a duty of care and protection afforded them that protects them. Phillip Garrido was regularly visited by his parole officer but even after all the reports by neighbors made to police Garrido’s backyard was never searched. It’s unbelievable. With such a high portion of registered sex offenders in the locality you would think the authorities would prioritise the need for an efficient system of supervision.

How on earth was Jaycee and her children not discovered for all that time?. Regular visits by the parole services to the residence of Garrido never discovered Jaycee and her children held captive in the yard. This man should have had no right of privacy what so ever. If this is the reason given by the parole service as to why no examination was carried out. They haven’t put this forward yet. But I can hear it being muted in the background already!

The whole thing is shocking!

It’s reported in the media comments about how underfunded, undermanned and overworked the various departments are that have been involved in this case for the last eighteen years. The FBI, the Sherif’s dept and the Parole Services. And pray tell me the connection between being undermanned and with an officer from the parole office or the police investigating the yard? The failure to check his garden and backyard when neighbors have reported hearing children’s voices in the backyard, that people were living in the backyard, has absolutely nothing to do with man hours, workload, underfunding or anything else that may be put forward as a reason why this appalling situation went undetected by the authorities for 18years.

I’m feeling utterly frustrated and confused by all of this. Those poor poor girls should never have had to endure those years of captivity. There was just no need.

Jaycee Lee Dugard: Penitentiary Marriages

What were we thinking? Why did we ever allow these two sexual deviants to meet and marry? We allowed Phillip Garrido to court and marry Nancy Garrido when he was in Leavenworth Penitentiary, Kansas serving a 50-year federal sentence for kidnap and violent sexual assault. She was 26 and he was 30. His psychiatric evaluation diagnosed him as a "sexual deviant and chronic drug abuser”.

So even though the Prison authorities knew he was a known ‘sexual deviant’, locked away to protect society from him, we didn’t protect Nancy either from him or herself. We put them together and then let them get married! How could we let this happen!

The issue of Prison Marriages needs to be re-examined!

Did we allow a sexual deviant, Phillip Garrido, to ensnare a mentally frail, defenseless Nancy? Or was Nancy a willing female pedophile?

Perhaps one of society’s ultimate taboos is the concept of ‘female pedophiles acting alone’. When a man and woman is present we assume the woman is coerced. Society cannot accept that if a man is present that the woman is a willing participant.This is how we absolve the woman of any responsibility for the child sexual abuse. We resist the possibility that women can be voluntarily involved with the sexual abuse of children.

Female sexual abuse is much more threatening to the fabric of our society- it undermines our core beliefs and feelings about how women should relate to children.

We have to confront the question, “Is Nancy a female pedophile?” Did Phillip Garrido compel Nancy to be involved or was she willing?

Even after the trial we cannot be certain that the truth will out but that still doesn’t address the fact. We paid for the wedding!

Garrido was convicted of kidnap and rape and began serving a 50-year federal sentence on June 30, 1977, at Leavenworth Penitentiary in Kansas. In a court-ordered psychiatric evaluation, Garrido was diagnosed as a "sexual deviant and chronic drug abuser."

Whilst calling on her incarcerated uncle at Leavenworth Penitentiary Nancy met Phillip Garrido. On October 5, 1981, Phillip Garrido and Nancy Bocanegra were married at Leavenworth. What were the Prison authorities doing when they authorized this marriage to go ahead, despite the fact Phillip Garrido wasn’t discharged for another seven years?

Let us be clear about this. Did we place a weak and vulnerable woman under the power and control of a diagnosed incarcerated “sexual deviant” or are women pedophiles much more responsible for their abuse of children than society wishes to admit?

Prison Marriages. These controversial issues need answers but in the meantime we need to remember we let these two degenerates meet, bond and marry whilst he was under our charge in prison.
