Phillip Garrido, on parole after a violent rape conviction and a registered sex offender, is accused of kidnapping Jaycee Lee Dugard in 1991. Dugard's stepfather watched helplessly as she was dragged into a vehicle by a woman within sight of her home in South Lake Tahoe, CA. Phillip and Nancy Garrido are charged with 29 felonies pertaining to the kidnap and rape of Jaycee Lee Dugard.
El Dorado County Jail in Placerville, CA detains Phillip Garrido pending his trial. Bill Clark, chief assistant district attorney in El Dorado County, said Garrido has access to TV and periodicals in jail and knows what's going on with his story.

In an unbelievable letter to Sacramento Television Station KCRA, Garrido complains that Jaycee Lee Dugard's civil rights are being violated. These included her Rights of Free Speech and being repeatedly denied access to an attorney during questioning. Phillip Garrido asked that they contact her at the soonest possible date.

So Garrido has the right to follow his story on TV and write to the media and thereby influence his case. By this I mean he can keep the nightmare alive for the Dugard family. Constantly putting his name in their front room. Someone in the family is bound to turn the TV on and hear of this letter. What right does he have to do this? What are we doing letting him?
Its Garrido's rights that we are forced to look at. The criminal’s rights. Phillip Garrido's civil right to television and thereby keeping abreast with his saga. He is given the opportunity to communicate and air his views and opinions to the media. In this situation he posted a letter to the television company. He understands full well KCRA will report its contents to the public.
The Dugard family are bound to see it or hear about the letter and the nature of its contents.
So what exactly are we dealing with here? This pares down to Phillip Garrido's right to further his exploitation of Jaycee and her family.
The FBI, Police and Parole Services have all dismally failed Jaycee Lee Dugard and her family in the most disgusting fashion over eighteen horrific years. We mustn't allow it to continue a second longer.
So I ask you who’s sick? Phillip Garrido for standing jointly accused of 29 felony charges, for writing this letter, or for us letting him?
Does the Government care as much for our civil rights? The rights of the Dugard family and poor Jaycee. What about the victim’s rights? We all have the right to expect protection from monsters like him!
