Dugard, Jaycee Lee: 18 years to find her!?

The questions commence now into the puzzle surrounding Jaycee Lee Dugard. The initial question is how did Phillip Craig Garrido, 58, and Nancy Garrido, 55, get away with this for so long and not get found out? My wife just said to me that at least we can find out who is a registered sex offender and where they are living in our neighborhood . And she thanked God that Ally Jacobs, Campus Security Officer, University of California, Berkeley, had the presence of mind to report Garrido to the probation services.
